Constitution of Human Rights Forum:

Article1  
Name of agency:

The Name of the agency is “HUMAN RIGHTS’ FORUM”
 

Article2  

Address of the principal office of the organization.

The principal office of the organization shall be at Karachi.
 

Article3  


Area of Operation

 The Area Operations shall be National and international.
 

Article4

Aim and Objects
 

 The organization has the flowing aims and objectives:

1-    To protect Human Rights and create awareness about Human Rights.

2-    To create awareness about health and Cleanness among the children and   youth.

3-     Struggle for peace and international friendship.

4-     To provide Social Education to the children and youth.

5-     To arrange Marriage and to provide dowries to the poor Girl.

6-     To establish vocational centre for women\girls.

7-     To promote sports activities among the children and youth to keep them away
from the anti-social activities.

8-     Any other useful social services according to the need of peoples.
 

Article5

Nature of the organization.


The organization shall be non-political and non-governmental. It can get affiliated with other organizations.
 

Article6

(A)          Eligibility for membership.
 

Any person having the flowing qualification shall be eligible for membership of the organization:

 

a-      Who is above 18 years age.

b-     Who resides in every where.

c-      Who has reputable character and sound mind.

d-     Who agree to abide by the constitution and bye-laws of the organization and supports the aim and objects of the organization.

e-      Who agrees to pay the prescribe fee of the organization.
 

(B) Categories of membership.
 

A- Patron:
 

A person who pays 25,000\= or 500,US$ or more in lump sum to the organization and whose association with the organization is deemed by the Executive Committee helpful for the promotion of the objectives of the organization shall be invite by the Executive committee on this category of membership.
 

B- Life membership.
 

A person who pays 5,000 PKR or 300UD$ in lump sum to the organization shall be invited by the Executive committee to be com a life member of the organization.
 

General member: A person whose applicant is approved by the Executive committee shall be com general member of the organization on payment of an annual membership fee.Article7-Organization structure:
 

The organization shall consist of General body and Executive committee.

“A” General body. The General body of the organization shall be composed of life members and General members.
 

Article7:

Power and Functions.

“A” General body

 

1-    The general body shall determine the policy and program of the organization and approve fiscal budget submitted by the Executive committee.
 

2-    It will appoint chartered accountant for the purpose of auditing the accounts of the registration authority.
 

3-    It will approve the report and audited statement of account of the previous year, submit by the Executive committee.

4-    It will decide the appeals filed by the members and matters referred by the Executive committee.

“B” Executive committee.

The executive of the organization shall be composed of the following office bearers and members:

1.     President------------------------- one

2.     Senior Vice President------------ one

3.     Vice president-------------------- one-four

4.     secretary General ---------------  one

5.     deputy Secretary general-------- one

6.     deputy secretary------------------ one-four

7.     Finance secretary----------------- one

8.     Executive members--------------- ten

9.     District coordinators--------------- all.

Power and functions:

  1. To act and represent the organization in all matters and executive the policy and decisions of the general body.

  2. To appoint, from members of the organization such sub committee (s) for specific purpose (s) as may be necessary.

  3. To appoint, suspend, punish, or dismiss paid staff of the organization if deemed necessary. It shall also determined the terms and condition of the employment of the office.

  4. To prepare schemes, budget and progress reports and be responsible for the maintenance and safe custody of the office records property, etc.

  5. It shall fix the date, time and place for holding annual General body meeting as and when due.

  6. The executive committee shall keep a registrar of members to be maintained and kept up-to-date in which the names and addresses of all categories of members of the organization shall be entered, with the payment made by such of them by way of donation or subscription as the case may be.

  7. All property movable as well as immovable belonging to the agency shall vest in the Executive committee who shall administer for only the aims and objects of agency.

Powers and function of office bearers.

A. President:

  1. The president shall be the constitutional Head of the organization. He shall preside over the meeting of the Executive Committee and general Body. He would adjourn the meeting of the Executive committee and General Body if the considers that  the Executive committee and General body if he considers that the proceeding are injurious to the interest of the organization, sue adjourned meeting would be held within one week from the date of adjournment.

  1. He\she shall ensure that the constitution is duly carried out in all respect.

  1. He\she shall keep himself informed of all the activities of organization.

  1. He\she shall supervise the working of the organization, guide and help the office bearers and members in discharge of their duties towards the organization.

  1. He\she shall exercise the right of casting vote in any of meeting of the organization

  1.  In case of emergency he\she shall have power to meet expenditure up to 500000\ Five lacks= subject to the approval by the executive committee in its subsequent meeting.

B. Senior vice president\ Vice President.

  1. The Senior Vice president and vice president shall be appoint by the President of  organization they shall assist the president in the discharge of his duties and perform such may be assigned to him by the president in so far as they relates to his office.

  1. In absence of the president the senior vice President shall assume the powers and functions of the President.

  1. The President of the organization can dismiss the power of senior vice president and vice president in short notice.

C.    Secretary General.

1.        The Secretary General appoint by the President and the Executive committee. He shall be chief executive of the organization, shall act in consultation with the president and be responsible to the executive committee.

2.        He\She in consultation with the president shall prepare the agenda, call meetings of the general body and executive committee in accordance with the provision of the constitution, prepare and put-up the minutes of the last meeting in the subsequence meeting for confirmation and maintain proper record of the same. He\She shall be responsible for execution of all the resolution and directives of Executive committee and General Body.

3.        He\She shall prepare annual Report about the work done by the organization and submit it in the meeting of Executive committee for consideration and approval and subsequently in the general body Meeting, as the case may be.

4.        He\She shall be responsible for submission of reports and returns as desire by the registration authority. He shall be responsible for office managements and the record of the organization.

5.        He\She shall verify all bills vouchers, etc and forward them to the treasurer for scrutiny and payment as per rules.

6.        In case of an emergency he shall have powers to meet Expenditure 2.00000\= tow lacks subject to the approval by the executive committee in its subsequent meeting.

(D) Deputy General Secretary\ Deputy Secretary.

    1. Deputy Secretary General \ Deputy Secretary shall be appointed by the president of organization. They will assist The Secretary General in the discharge of his duty.
       

    1. They shall perform such duties as may be assigned to him by the Secretary General in so far as they relate to his office.
       

    1.  In the absence of the Sectary general the deputy Sectary general shall perform all the duties of sectary general.

(E) Finance Secretary:

1.      The finance Secretary shall maintains of the Income and Expenditure, and be in charge of the finance of the organization.

2.      He\She shall operate the bank account of the organization under the joint signature of the president.

3.      He\She shall within a week of receipt deposit all the amount in the Bank duly

Approve by the executive Committee in the account of the organization.

4.      He\She shall be responsible for proper auditing of the organization’s account by an auditor duly appointed by the general body.

5.      He\She shall receive and collect all donations, grants-in-aid, subscription dues and other payment on behalf of the organization and will issue proper receipt thereof.

6.      He\She shall prepare the annual budget and place it before the Executive committee for approval prior to its submission to the General body of the organization.

7.      He\She shall get the accounts examined by the Secretary General and President quarterly and put up the quarterly report of the accounts and statement of fee and other such dues payable by the members and shall suggest the means of increasing the source of income of the organization.

8.      He\She shall keep with him imp rest cash for day to day expenditure and the amount shall be fixed by executive committee.

(F) District committee.

The District Committee of the organization shall be composed of the flowing office bearers and members:

               1. District coordinator-------------------- one.

               2. Deputy District coordinator-------------two.

               3. Office secretary -------------------------one

               4. Office joint secretary-------------------two

               5. Treasurer---------------------------------one.

               6. Town\taulka\area coordinators---------- all.

               7.  Members of HRF------------------------- six-ten.

Power and Functions:

To act and represent the organization in all matters and executive policy and  decisions of the President and General body.

(G) District Coordinator.

  1. The District coordinator shall be appointed by the President and he shall be performed as a representative of president.
     

  1.  He\ She shall be constitutional Head of the District working committee of organization.
     

  1. He\shall be Member of executive committee.
     

  1.  He shall preside over the meeting of the District Working Committee of organization.
     

  1. He\She Supervise the working of the district organization (includes Area\ Town\ taulka Coordinators), guide and help the office bearers and members in discharge of their duties to wards District organization.
     

  1. He\She shall keep himself\herself informed of all the activities of district organization.
     

  1. He\she shall exercise the right of casting vote in any of meeting of the district organization.
     

  1. He\she shall be authorized that he\she can appoint any area, town and taulka coordinators for 90days without approval of president and Executive committee.

(H) Town\ Taulka\Area Coordinator: 

  1. Town\ Taulka\Area Coordinator shall be appointed by the President of organization    and The District Coordinator could be appointing after approval from the president of organization and Executive committee.
     

  1. He\She shall be member of District working committee.
     

  1. He\She supervise the working of the Town\Taulka\ Area side.
     

  1. He\She shall keep himself\herself informed of all the activities of Town\Taulka\Area side.

Financial Administration:

  1. The financial year of the organization shall be from 1st July to 30th June of The subsequent year.
     

  1. The funds of the organization shall be kept in a scheduled bank approve by the Executive committee and subsequently by the Registration Authority.
     

  1. The Accounts Shall be operated under joint signature of the Finance Secretary and President.
     

  1. The accounts of the organization shall be audited annually by the chartered accountant appointed by the GENERAL BODY, Subject to the approval of the Registration Authority.
     

  1. The organization will not grant any donation too her agency unless it is approved under 47-(1) of income tax.
